FYI

See a governor in a penguin suit

Gov. Chris Gregoire and her husband, "First Mike," invite all Washington children to trick-or-treat at the Executive Mansion on Halloween, where she and her husband will be dressed as penguins from the movie "Happy Feet."

Gregoire will play the part of Mumble, a singing penguin who can't sing. Her husband will dress as Loveless the Guru, the crazily-feathered Rockhopper penguin.

The Executive Mansion will be open to trick-or-treaters on Oct. 31 from 6 to 8 p.m. Children and their families are invited to enter the Antarctic, otherwise known as the main front porch.

Each child will receive a chocolate bar. In addition to the chocolate bar, the first 500 visitors will receive one of a variety of penguin books donated by Scholastic Books.

Extra patrols to enforce seat belt law

Following the success of the first-ever Click It or Ticket nighttime seat-belt enforcement patrols in May 2007, law enforcement officers plan a similar patrol through Nov. 5.

Statewide, there will be approximately 50 law enforcement agencies participating in the nighttime seat-belt enforcement. A seat-belt ticket costs $124.

During the May campaign, law enforcement officers cited 4,671 unbuckled drivers and passengers statewide, including more than 176 citations by local law enforcement in Snohomish County, and an additional 359 by the Washington State Patrol in the district.

The fall patrols will be conducted in the same manner as before, involving both an observational officer and pursuit vehicles. Once an unbuckled motorist is spotted, the observing officer radios ahead to the pursuit vehicle to make the stop.

Many people buckle their seat belt but put the shoulder harness behind their back. Law enforcement will be out looking for that during the campaign. In that situation, even though a driver or passenger may be buckled, it is still a $124 ticket.
