Snohomish County workers brought a back hoe on Tuesday afternoon to remove rocks and debris blocking a drainage pipe under Index Galena Road
Flood waters turned parts of the Tualco Valley south of Monroe into pools on Tuesday, shutting down Tualco Road. In the afternoon, a rainbow appeared over the valley for a moment.
