Daphne Blom has been promoted to assistant vice president at Cascade Bank. Blom, a project manager, joined the bank in 2004 as fraud specialist. She has more than 20 years of experience in the banking field, working as a teller, customer service manager and business systems analyst.

Larry Foss will take over from retiring Warm Beach Senior Community Executive Director David Fairchild on Aug. 1. Foss started at Warm Beach nine years ago as director of finance and became chief operating officer three years ago.

Charlie Chaffin was promoted to senior vice president and specialty banking manager at Cascade Bank. Chaffin specializes in managing the bank's women's financial group, government banking and SBA lending. Chaffin also manages the bank's medical-dental portfolio, which provides loans to assist professionals with buying, remodeling, growing and selling their practices.

John Baker, a 1970 graduate of Edmonds High School, recently completed a fellowship at the Kennedy School of Government at Harvard and received an award in Chicago as the best morale, welfare and recreation person in the world. Baker is director of Navy Installations Command, Fleet and Family Readiness Programs, where he is responsible for 1,200 food service establishments, 120,000 hotel rooms, 60,000 family houses and 4,000 recreational facilities. Baker has more than 30 years of military service. In his current capacity, Baker oversees morale, welfare and recreation, child youth programs, fleet and family support programs, family and bachelor housing, visitors quarters and the ashore galley operations on 82 installations and 285 combatant ships with resources totaling $2.1 billion and employing 17,000 workers.

Special events

The U.S. Chamber of Commerce and Rep. Rick Larsen, D.-Wash., will offer a program on the opportunities of international trade in Washington state at a program this morning at the Everett Holiday Inn. It's from 7 a.m. to 1:30 p.m. and will focus on how businesses can benefit from trade. Larsen is the keynote speaker.

Business news

The board of directors of the Everett Area Chamber of Commerce has reaffirmed its support for commercial air service at Paine Field. It initially support the idea in 2005 and voted again last week after the city of Everett announced that it had paid for a study that suggests the move would be good for business.

A speakers bureau to talk about the advantages of hiring military family members and the assets they bring to the workplace has been established by the Greater Tulalip Chamber of Commerce. A Gathering Grove, a coffee house and bookstore, has opened at 2820 Oakes Ave. in downtown Everett. The bookstore will focus on spiritual books of all religions. The law office of Max P. Harrison has been relocated to 2825 Colby Ave., Ste. 304, in Everett.

Lynnwood has become the first city in Washington state to award a franchise to Verizon for its FiOs TV service. The company will offer the service to Everett, Mukilteo and all of south Snohomish County.

Workers are completing a new Aeropostale store, a teen clothing retailer, at the Everett Mall. The store is expected to open this fall. Also this fall Famous Dave's barbecue restaurant should open in the southwest corner of the Sears parking lot at the mall. Construction is in progress for the 7,525 square foot restaurant. Food retailers Candy Ryme and Pretzel Twister also are scheduled to open at the mall.

A workshop entitled "Leadership in the Changing World of Meeting Professionals" will be 2 to 4:45 p.m. July 29 at the Holiday Inn SeaTac, 17338 International Blvd., Seattle. It's hosted by the Washington state chapter of Meeting Professionals International. Keynote speaker Terri Breining is the owner of Concepts Worldwide, a California meeting management firm. Honors

The Washington Technology Industry Association, the largest statewide association of technology companies, IT departments and individual technology professionals in North America, announced today it was named as a finalist by the Puget Sound Business Journal in its second annual Washington's Best Workplaces program. The association was one of five nonprofit companies selected out of a total of 65 finalists, including 20 small companies, 20 medium-sized companies and 20 large companies. Employees of the 300 nominated companies completed surveys, which were then used to select the finalists based on ranking in benefit offerings, leadership culture and work-life balance philosophy.
