Terrace cops had been to 48th Ave house before

Homicide investigation continues

Mountlake Terrace police had previous run-ins with residents at the house where an 18-year-old man died from a gunshot wound following a police standoff July 30.

The previous contacts were mostly nuisance related, said assistant police chief Pete Caw, involving drinking parties or traffic-related citations.

Since 2006, the most serious arrest at the house was of a sex offender who'd failed to register as required with the Snohomish County Sheriff's Office, Caw said.

The Snohomish Multi-Agency Response Team is investigating events that led to the death of Richard Adam Pastore-Felix, 18, in the early morning hours July 30 at a blue-gray rental house at 23706 48th Ave. S.

Carolyn Sanden, deputy director of the county Medical Examiner's Office, said Aug. 1 Pastore-Felix, of Mountlake Terrace, died from homicide by a gunshot wound to the head. A Mountlake Terrace police officer who fired a shot at the house during the standoff has been placed on administrative leave while the SMART team investigates the incident.

"Typically, we put them on administrative leave until the conclusion of the SMART team investigation," Caw said.

Not since 1996 has a Mountlake Terrace officer been placed on administrative leave. That officer was then patrol officer Mark Connor, who now is one of two assistant police chiefs.

Police responded to the house just after 1 a.m. following 911 calls by neighbors. A patrol officer reported what he thought may be gunshots.

That officer, since placed on administrative leave, saw a man with a firearm leaning out a window and fired his gun at the man once. Three other people were in the house and unharmed.
