Revenue numbers soon, budget next week




It’s sounding like the state Senate will roll out much of its proposed 2009-11 budget by next Tuesday.

In separate conversations today, Gov. Chris Gregoire and House budget writer Rep. Kelli Linville, D-Bellingham, said they expect to see a document by then.

Linville said she hopes to have “something to talk about” on House budget ideas this Thursday, once the latest economic forecast is released, or Friday.

Linville, chair of the House Ways and Means Committee, is still collating budget recommendations from each of the leaders of the three House appropriations subcommittees. Those are Rep. Eric Pettigrew on health and human services, Jeannie Darneille on general government and Kathy Haigh on education.

Meetings went until 11 p.m. Sunday and Monday nights and are planned into the early evening today.

Linville did not want to discuss particulars of any of their recommendations nor the subject of possible ballot measures to raise revenue for targeted programs or services.

In talking to her, it sounds like programs considered important enough for funding will show up in her budget somewhere and not be used as emotional bait to land voter support of a tax hike or revenue-producing measure.

“You’re not going to see GAU (general assistance unemployable) on the ballot. We could not in good conscience not have something for the most vulnerable," she said by way of example.

About the forecast, Linville said:

“We’re counting on bad but maybe it won’t be so bad.”

If she listens to Gregoire, she won't get her hopes up. When reporters asked the governor today what she expects, she said:

“I think we’ll be getting more bad news. I think we’ll be getting bad news in June. I think we’ll be getting bad news in September.”

June and September are when future forecasts will be released.
