Off-road enthusiasts sue state because of 'theft' of budget funds

The Washington Off Highway Vehicle Alliance and Northwest Motorcycle Association announced today they are suing the state to block its transfer of fees and taxes paid by their members into keeping state parks open.
The two groups alleged the state improperly shifted $9.5 million from the Nonhighway and Offroad Vehicle Activities account, where it goes to maintain trails used by off-road enthusiasts, into keeping parks open.
The NOVA account money comes from the gas tax paid by offroad vehicle users and the license tab fees on offroad vehicles, according to the organizations.
