City governments

• Ballot drop boxes for the Nov. 3 general election will be at Sno-Isle Libraries in Lynnwood, Mill Creek, Mukilteo, Mill Creek and Snohomish. Sites will be staffed 10 a.m. to 8 p.m. Nov. 2 and 7 a.m. to 8 p.m. Nov. 3. Voters may also return their ballot through the mail, postmarked no later than Nov. 3. A 24-hour ballot drop box is located on the Snohomish County campus in Everett.
Snohomish County elections are conducted entirely by mail. There are no polling locations. Ballots were mailed to registered voters at their current mailing addresses beginning Oct. 15.
• Snohomish County PUD has received $2.17 million grant from the American Recovery and Reinvestment Act for programs providing energy efficiency upgrades. The funds will go to support energy-efficiency projects in multi-family homes and small businesses.
• The city of Edmonds is seeking up to four individuals to fill openings on the Citizens’ Commission on Compensation of Elected Officials. To apply for the volunteer positions visit www.ci.edmonds.wa.us or call 425-672-5751. Application deadline is 4:30 p.m. Nov. 20.

Community events
• The Lynnwood Emblem Club’s craft sale will be 10 a.m. to 4 p.m. Saturday, Oct. 24, at the Lynnwood Elks Club, 6620 196th Ave. SW. Handcrafted items, lunch items and baked goods will be for sale. Proceeds benefit the Lynnwood Food Bank, scholarships for local students and support for homeless families.
• The Music Boosters Club of Meadowdale High School holds its annual bingo fundraiser Oct. 30 at the high school, 6002 168th St. SW, Lynnwood. Proceeds will be earmarked for new equipment, new music and financial scholarships for students to attend workshops and competitions. Games begin at 6:30 p.m. and cost $7 for an all-night playing packet. Food will be available for purchase.

Senior notes
With consumer prices down over the past year, monthly Social Security and Supplemental Security Income benefits for more than 57 million Americans will not automatically increase in 2010. This will be the first year without an automatic cost-of-living adjustment since they went into effect in 1975.
Some other changes that would normally take effect in January 2010 based on the increase in average wages also will not take effect, even though average wages did increase. Since there is no COLA, the statute prohibits an increase in the maximum amount of earnings subject to the Social Security tax as well as the retirement earnings test exempt amounts. These amounts will remain unchanged in 2010.
