Snohomish County Multi-Agency Response Team investigations

These cases have been investigated by the Snohomish County Multi-Agency Response Team since July 2007. All legal reviews have been conducted by Snohomish County deputy prosecutor Mark Roe:
Aug. 6
Shawn Larson is fatally shot at the truck scales along Highway 9 in Lake Stevens. He had a pistol zip-tied and taped to his hand, according to the sheriff's office. The deputy who fired had been involved in the July 2 Arlington fatal shooting.
Status: Detectives continue to investigate. The deputy returned to patrol on Aug. 20.
July 2
Snohomish County deputies shoot an Arlington man after 911 was called about a domestic violence case. Dwight Monnie, 64, died later at a Seattle hospital as a result of gunshot wounds.
Status: Detectives continue to investigate.
May 29
A Verlot man, Daniel Wasilchen, is fatally shot in front of his home by a Snohomish County deputy and a reserve deputy. Police are called after a reported dispute with a weed-abatement official.
Status: Detectives continue to investigate. Deputies cleared for duty.
May 9
A Federal Way man, 24, dies in Mountlake Terrace after he repeatedly stabs himself with a large barbecue fork. The death is ruled a suicide. Police actions reviewed because he was subdued with a Taser.
Status: No wrongdoing found.
Nov. 8, 2008
Everett police fatally shoot Dustin Willard at his Everett home. Police were responding to a reported burglary in process.
Status: The investigation continues. The officers involved have returned to duty.
June 30, 2008
Richard Adam Pastore-Felix, 19, was fatally shot by a SWAT officer as he pointed a shotgun out the window of his Mountlake Terrace home. The teen was intoxicated and had been shooting the weapon.
Status: Police actions deemed lawful because officers were in the line of fire.
May 28, 2008
Randall Privasky, 18, of Marysville, is killed when a car chase with a Snohomish County deputy ends with the teen's vehicle spinning off the roadway. The deputy bumped the suspect's car from behind, hoping to make it safely spin out and stall.
Status: Legally justified. “Though the results were fatal, and tragic, I can't find fault” with the deputy's decision, Roe wrote in his decision.
Feb. 10, 2008
Anthony Turner, then 26, and at the wheel of a stolen Jeep, attempts to run over deputies who try to arrest him while he waits in line at a Lynnwood-area Taco Bell. One deputy is struck by the Jeep. He and another deputy shoot at the Jeep. No one is injured.
Status: Roe rules deputies acted appropriately. The defendant was sentenced to three years in prison.
Jan. 25, 2008
Jesse Quincy is fatally shot while at the wheel of a large truck. A Mill Creek police sergeant fired two shots as Quincy drove backward, nearly running him over, during a police stop.
Status: Roe ruled the officer was justified and the shooting in self defense.
Jan. 19, 2008
Dylan Downey, 24, is shot in the elbow as he attempts to get away from deputies who have chased him in his Jeep into a dead-end road. He is ramming a patrol car with a deputy at the wheel when another officer opens fire.
Status: Roe rules the shooting justified. Downey is sent to prison.
Oct. 25, 2007
Gregory Nelson, 44, wearing a bullet-proof vest and carrying two handguns, is shot by an Edmonds officer after he reaches for one of the weapons and fires. They subdue him with an electrical jolt from a Taser.
Status: Officers actions ruled justified. Nelson pleads guilty after two mistrials.
Oct. 18, 2007
Ricky Arnsten is shot in north Seattle after a pursuit that began in Edmonds. Wanted for a robbery, he receives a minor bullet wound after ramming a patrol car and driving at an another cop.
Status: Roe praises the officer for “quick, decisive and completely appropriate” action to end a dangerous confrontation.
Sept. 10, 2007
The SMART team investigates after a convicted sex offender cuts his own throat in an unsuccessful attempt to kill himself. Everett police used “less lethal” techniques to arrest the man, who was high on crack cocaine.
Status: Officers' actions ruled justified.
July 20, 2007
Police shoot and wound one of two suspects whose afternoon crime spree includes two armed car jackings, car chases and foot pursuits through the Everett Mall and a nearby Fred Meyer.
Status: Roe finds officers “were lawfully doing their duty in attempts to safely apprehend a dangerous, armed, and fleeing felon.”
