State fines water system, alleges gross negligence

The state Department of Health has slapped a tiny Snohomish County water district with a big fine, alleging gross negligence and intentional violations.
Conrad Elledge, owner and operator of the Mount Forest Water System, will be fined $34,240, the department announced Monday.
Elledge operates the Mount Forest Water System, servicing 27 homes west of High Bridge Road in unincorporated Snohomish County near the King County border, the department said.
The fine is one of the largest ever issued by the department.The department went with a large fine in part because of Elledge's prior violations, which include providing water at inadequate pressures, failing to monitor water for bacteria and ignoring customer complaints.
"Our many phone calls, letters, warnings, and orders obviously weren't getting his attention," said Denise Clifford, director of the Office of Drinking Water.
Elledge has 28 days to appeal the fine.
