Russia: Court looks at death penalty ban extension

Russia's Constitutional Court held hearings Monday on whether a moratorium on capital punishment should remain in force next year. The Kremlin has said there are no plans to bring back capital punishment, halted 13 years ago when Russia joined the Council of Europe. At the time Moscow pledged to fully outlaw executions, but has not done so yet.

S. Korea: Navy exchanges fire with N. Korean vessel

Navy ships of the two Koreas exchanged fire today along their disputed western sea border, a South Korean military officer said. A South Korean warship shot at a North Korean navy ship that crossed the disputed western sea border on Tuesday morning and the North's ship shot back, said an officer at the Seoul's Joint Chiefs of Staff. The officer, speaking on condition of anonymity citing department policy, said it was not immediately known whether there were any causalities. Navies of the two Koreas have fought deadly skirmishes along the western sea border in 1999 and 2002.

Honduras: Alleged drug landing strip discovered

Honduran authorities said Monday that they have discovered a secret landing strip on property once owned by a slain congressman suspected of trafficking in precursor chemicals for methamphetamine. Almost any size aircraft would have been able to land on the 980-yard strip found on the cattle ranch near the western border with Guatemala, said Julian Gonzalez, anti-narcotics director of the national attorney general's office. The strip was still under construction, however, and had not been used, he said.
