License bikes for help in two ways

In regard to the letter "Tax, license bicycles like cars," I would like to add this: I was raised in a small town west of Chicago. When I was 12 years old, we (my playmates and I) were required to: 1. Register and license our bikes (for theft ID purposes.) 2. Read, understand and abide by the "Rules of the Road for Bicycles" manual (Yes, there truly was such a manual) or face a fine of $25 (a lot of money back then for a 12 year old!)

Needless to say, the revenue helped our town. I think the same rules should be imposed on the commuter-bicycle riders of our towns and cities of today. I think they should be required to take tests to be licensed and be required to follow "Rules of the Road for Bicycles" and pay a renewal fee every year for tabs just as those of us who drive motorized vehicles. The added revenue, however small it may be, would help. Thanks for listening.
