House

Senate Bill 6239, Engrossed Substitute Senate Bill 6239, redefining marriage to allow same-gender civil marriages, passed 55-43 in the House on February 8, 2012.

This bill redefines marriage as a union between two persons, and prohibits discrimination based on gender or sexual orientation. This bill was signed by the president of the Senate and delivered to the governor Thursday.

Voting no: Rep. Barbara Bailey, R-Oak Harbor; Rep. Norma Smith, R-Whidbey Island; Rep. Dan Kristiansen, R-Snohomish; Rep. Kirk Pearson, R-Monroe; Rep. Mike Hope, R-Lake Stevens

House Bill 2499, House Bill 2499, expanding disclosure of political advertising to include advertising supporting or opposing ballot measures, passed 75-22 in the House on Thursday.

This bill requires political advertising supporting or opposing ballot measures sponsored by a political committee to name the "top five" contributors in the advertisement.

Voting no: Kristiansen, Pearson

House Bill 2368, Engrossed House Bill 2368, modifying the composition of college districts, passed 54-43 in the House on Thursday.

This bill requires that the boards of trustees for all community college districts include at least one member from business and one member from labor.

Voting yes: Moscoso, Stanford, Liias, Kagi, Ryu, McCoy, Sells, Dunshee

Voting no: Bailey, Smith, Roberts, Kristiansen, Pearson, Hope

Senate

Senate Bill 5730, Engrossed Second Substitute Senate Bill 5730, concerning usage-based automobile insurance, passed 35-12 in the Senate on Thursday.

This bill defines usage-based insurance as private passenger automobile coverage that uses data gathered by an insurer through a recording device to determine rates or premiums.

Voting yes: Sen. Rosemary McAuliffe, D-Bothell; Sen. Paull Shin, D-Edmonds; Sen. Nick Harper, D-Everett; Sen. Steve Hobbs; D-Lake Stevens

Voting no: Sen. Mary Margaret Haugen, D-Camano Island; Sen. Maralyn Chase, D-Shoreline; Sen. Val Stevens, R-Arlington

Senate Bill 5984, Substitute Senate Bill 5984, concerning local government financial soundness, passed 32-14 in the Senate on Thursday.

This bill requires a financial feasibility study before (1) the formation of any public facilities district, (2) the issuance of any indebtedness by any public facilities district, or (3) the long-term lease, purchase, or development of a facility.

Voting yes: McAuliffe, Haugen, Shin, Chase, Harper, Hobbs

Excused: Stevens
