Her 2-year-old son also appeared intoxicated, according to a police affidavit.
A Snohomish County sheriff's deputy was arresting the car's driver on a warrant when he reportedly saw drug paraphernalia and what appeared to be heroin in the woman's purse.
The woman, 22, appeared to be extremely intoxicated, as did her child in the backseat, the deputy wrote.
The boy was hospitalized and placed in the custody of Child Protective Services.
The woman was arrested about 9 p.m. near the intersection of Marine View Drive and I-5.
She was booked into Snohomish County Jail for investigation of reckless endangerment and a drug-related offense.
