Should the port buy the Kimberly-Clark site?

I'm in the midst of putting together a story about what the public thinks should happen to the Kimberly Clark mill site, which is now up for sale. The city put out a survey and received around 300 responses.

One of those responses was from the Port, which is at least entertaining the idea of buying the site. Attached is a letter from the port's executive director John Mohr to the city, laying out the Port's concerns about the future of the property. At the very end, he writes that "the Port continues to do its due-diligence in terms of assessing our interest in the property."
