Lynnwood police allege that the suspect, 29, sped away after striking a man who was crossing the highway.
The crash happened just after 10:30 p.m. Thursday, about a half-mile south of 164th Street SW.
The victim, Young Koo Kim, 62, was rushed to a Seattle hospital.
He died from blunt-force injuries, according to the King County Medical Examiner's Office.
Police closed the highway for hours Thursday night as they investigated.
Tips from the community led them to a vehicle and home in south Lynnwood, detective Sgt. Rodney Cohnheim said Monday.
The vehicle appeared to have been involved in a serious collision, Cohnheim said.
The owner was arrested around noon Monday in Shoreline. He was expected to be booked into Snohomish County Jail for investigation of felony hit-and-run.
The mas has a significant criminal history, according to police.
Investigators have not released additional details about the crash.
