An official with the Federal Aviation Administration indicated Monday the report could be made available as early as Tuesday, but that didn't happen.
The report is not expected to be released until Friday, said Allen Kenitzer, a spokesman at the FAA's Northwest Mountain regional office in Renton.
The document responds to more than 900 comments submitted in January 2010 regarding an earlier study that concluded that flights would not significantly increase noise, auto traffic and air pollution around the airport.
A decision by the FAA on whether regular commercial flights may be approved at the Snohomish County-run airport is not expected until the end of the year. Horizon Air of Seattle and Allegiant Air of Las Vegas have asked to offer service from Paine Field.
No new hearings will be held, but written comments will be accepted through Oct. 14. Only those comments that pertain to the new section of the document -- the previous study was done in 2009 -- will be counted, according to the FAA.
