The Tri-City Herald reported that Edgar Martinez pleaded guilty to a reduced charge of second-degree assault in Franklin County Superior Court.
Deputy Prosecutor Frank Jenny said the charge was reduced from first-degree assault in the plea deal partly because the 29-year-old victim, Israel Garcia, refuses to talk to police or prosecutors.
Garcia was shot in the chest while sitting in his car on March 31, 2011.
