Trooper Guy Gill says Mello was pulled over for lane violations and voluntarily submitted to field sobriety tests after the trooper smelled alcohol.
Gill told KING-TV that Mello cooperated through the process and did not identify himself as a councilman.
The Pierce County prosecutor's office will decide whether to file a charge.
