Demoted Spokane police official files complaint

SPOKANE -- The investigation of former interim Spokane Police Chief Scott Stephens comes as he and the city were trying to negotiate a retirement package.
Stephens' lawyer Bob Dunn told KXLY that the mayor's announcement Monday to hire an outside party to investigate Stephens came during talks about whether Stephens would retire with the benefits of a captain or lieutenant.
Stephens has filed a civil service complaint against the police department with the threat of a lawsuit to follow. The 27-year veteran feels he was being forced to retire by being demoted. He had served last year as interim chief.
Dunn said Stephens was placed on paid leave in December after erroneous assertions that he threatened to "go postal" over his demotion.
