The dam on the Pend Oreille River near Metaline Falls in the northeast corner of the state generates about a quarter of the electricity for the utility, which has about a million customers.
The order was issued Wednesday by the Federal Energy Regulatory Commission and becomes final after all parties have a chance to review documents.
The dam was built in 1967 and is 740 feet long and 340 feet tall.
