Manning was 49, according to the Snohomish County Medical Examiner's Office.
His death remains under investigation by the medical examiner's office and the Washington State Patrol.
He died about 4 a.m. June 26 after his Ford Explorer struck a power pole on Highway 530, east of Arlington.
Troopers said his vehicle failed to make a curve and went off the roadway, striking the power pole.
