Surprise, surprise! Kimberly Clark wants to leave the rock they spread over the former mill site so they don't have to "follow the rules" that were set in place by spreading top soil and planting grass. So, how about this: Kimberly Clark gets three bids on the cost for the top soil and grass (obviously they already have them), the city foregoes the requirement to place the top soil and grass on the site, and Kimberly Clark donates the money it would have cost to the city to enhance the parks the city already has. This way Kimberly Clark proves that covering the gravel is not about the cost, but about the best way they can present the property for future sale.
