Snohomish County officials certified final results last week.
Boyer, who joined the council by appointment in November 2012 will face Michael Moore, owner of a parking-lot-maintenance business, in the general election after the two finished 1-2 in the Aug. 6 primary ahead of attorney James Robert Deal.
Moore also ran in 2011, when he lost to Councilman Loren Simmonds in the general election.
Meador will face Erica Ash in the general election after the two finished ahead of candidates Rob Falla and Michael Anthony Luke in the primary.
Meador and Ash will run for a two-year term for the position that Karen Dingmon has held by appointment since former Commissioner Millie Judge resigned to become a Snohomish County Superior Court judge.
Dingmon will run in November for the full six-year term for the position that Meador now holds. Meador and Dingmon both filed to run for the positions they now hold before withdrawing on the final day of filing week and re-filing for each other's positions. That left Meador with three primary opponents and Dingmon advancing to November with a single opponent.
Other certified results show that political newcomer Nicola Smith will meet incumbent Lynnwood Mayor Don Gough in November; Lynnwood Planning Commissioner Ian Cotton will meet former Councilman Jim Smith for the position that Lynnwood Councilman Mark Smith gave up to run for mayor; former Lynnwood Councilwoman Ruth Ross will meet real estate broker Douglas Lovitt for the position that Kerry Lonnergren-Dreke is giving up; and Democrat Terry Ryan will meet Republican Robert Reedy for the County Council District 4 position that Democrat Dave Gossett is leaving because of term limits.
The closest contest may be the Lynnwood City Council contest where Cotton led Smith by four votes out of nearly 4,400. Smith lost his former position in the 2011 general election to Councilman Van AuBuchon by 10 votes out of about 8,000 after a hand recount.
