The City Council voted 4-2 Tuesday to end discussions that could have resulted in the city developing its own, new guidelines for the 14-acre commercial center near the waterfront.
The Port of Edmonds, which bought the property in 2006, proposed to redevelop Harbor Square into a five-story complex of shops, restaurants, offices and public open space.
The center is located along Dayton Street between Edmonds Way, the railroad tracks and the marsh. It's home to the Harbor Inn, Harbor Square Athletic Club and several small businesses.
The port's plan would have required the city to allow buildings up to 20 feet taller than the current maximum height permitted at Harbor Square, 35 feet. This met opposition from some City Council members, leading the port to scrap its plan in April.
"We were beginning to work at council direction to have staff come back with a suggestion but by virtue of the action they took it ends all that discussion, too," Mayor Dave Earling said.
