The service said they were attempting a deep technical dive in an area known as "the wall" at Snake Island, just east of Nanaimo Harbour.
Scott returned to the surface but collapsed and could not be resuscitated. Burkholder did surface. His body was found Sunday by a commercial diver at a depth of about 250 feet.
The diver was assisting the Royal Canadian Mounted Police, which is investigating what went wrong.
