It's not his job to produce a budget

I was surprised by the Oct. 9 letter "Always unable to produce a budget." The writer might consider learning the responsibilities of the two Houses of Congress (Senate and House) and the Executive Branch (the president and his administration). This process seems to be over his head, but it is not over the head of the President and his staff, as he implies.
The writer blames the president for not producing a budget. It is not his job to do so. The letter writer might check with the Congressional budget office to see that during the last six years, since President Obama has been in office, the deficit has been systematically reduced. Although the president can make suggestions and proposals to the houses of Congress, it is not his responsibility to produce the budget. His job is to veto or approve the final budget bill submitted by both houses of Congress.
