No-bid contract raises concerns

I was astonished to hear that the contractors who installed the website for the "Affordable Care Act" (Obamacare) were from another country and not the U.S. We have Apple, Microsoft and plenty of other talent in our own country. Duh! Why did a contractor from another country get the contract? Then I heard on the news that a vice-president of the Canadian firm is a former roommate of the first lady in college, and they have maintained a friendship over the years! I further understand that the contract was let without bids. Could this be cronyism or coincidence?
The Canadians are friends of the United States, and I have many lovely friends from Canada. However, when we have the talent, I think we should award contracts to American firms.
