An investigation by the Washington State Ferries says the port-starboard confusion was the cause of a collision Sept. 13 between the ferry Hyak and a sailboat near Orcas Island.
A man aboard the sailboat was rescued before it sank.
Ferry system director David Mosely said Wednesday it’s making changes to prevent similar incidents in the future.
The Kitsap Sun reports the Coast Guard is still investigating.
The lawyer for the sailboat owner says he expects the state to pay his medical expenses and the cost of the 25-foot sailboat.
