Draft report says Seattle police reforms slow

SEATTLE -- The federal monitor overseeing Seattle police reforms has issued a draft report saying the city has made some progress but mostly has failed to meet key terms of a settlement agreement with the Justice Department.
The Seattle Times obtained a copy of the draft report. The report cites resistance in the top ranks of the department and other problems.
City officials have 30 days to comment before the monitor, Merrick Bobb, gives an official version to U.S. District Judge James Robart. The judge is the final arbiter of the city's compliance with a July 2012 settlement agreement with the Justice Department to curtail excessive use of force and curb biased policing.
Interim Police Chief Jim Pugel and Mayor Mike McGinn declined comment Friday night.
