Let the spinning wheel turn: It could now take two weeks or more for engineers to determine what has blocked the progress of Bertha, the huge rotating drill head that is boring under Seattle to create a tunnel for Highway 99. Bertha was stopped in its tracks a week ago, further delaying the $3.1 billion project.
If engineers determine Bertha can’t drill through whatever is blocking its path, the state plans to leave the nearly 60-foot diameter drill where it sits and turn it into the world’s only underground Ferris wheel.
