Picking and choosing which laws to uphold

What is it about Democrats that gives them the right to pick and choose duly enacted laws that they must uphold? It has been many years since my seventh grade civics class back in Bremerton, but my understanding then and now was that our laws were meant to be obeyed by everyone. If the governor has found flaws in our laws regarding the death penalty he is charged with identifying them and charging the Legislature with making the necessary corrections.
Similarly if the Affordable Care Act has incorrectly charged some businesses with undue requirements, the Congress that enacted it must correct those flaws, not some unelected bureaucrat determining to put off that bit of the law to some more convenient time.
After all Pelosi warned us that we had to enact that law to find out what was in it.
