‘Not be infringed' is also very clear

I read the Friday letter about firearms, “Strict control does work” and “Writer provided rest of the story.” Both complain about cherry-picking from the Second Amendment, and proceed to do just that. They like the phrase, “well regulated militia” and apparently think no further reading is required. I see the Second Amendment as
A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bare arms shall not be infringed.
The rights of the people not being infringed is pretty easy to understand too. I suppose that's why some scholars accidently leave that part out of their analysis.
