Rotting berries a horrible outcome

Regarding the article, “No job, no housing for Skagit Valley berry pickers”: I find it hard to believe that Sakuma berry fields would pay a fine of $850,000 for denying “breaks” and “lunch periods” and not paying “owed wages” to workers. I, personally, could rent hotel/motel rooms to over 1,000 workers, their families, dogs and cats included.
I heard about the free picking and unfortunately went picking on the last day. I was “blown away” by the many berries rotting in the field. How on earth can any employer or anyone in their right mind think this is a solution?
