Now the city is getting tougher on repeat offenders.
The Spokesman-Review reports the city is starting to use wheel-locking boots this month to disable cars belonging to drivers with four or more unpaid parking tickets.
The drivers will have 48 hours to pay their fines or the booted car will be towed away and drivers will have to pay impound fees.
Spokane has about 76,000 unpaid parking tickets worth about $4 million.
