EVERETT — A convicted murderer from Snohomish County with a history of mental illness is evading the authorities tasked with keeping an eye on him.
A fugitive bulletin for Lowell Gene Lowe, 52, was issued this week by the state Department of Corrections office in Everett.
Lowe is under community supervision for a 2003 second-degree murder conviction. He pleaded guilty to fatally stabbing his roommate, Gerald Schindler, 58. The Arlington man had taken Lowe in to try to help him. Lowe had been drinking and using methamphetamine and was off his medication for paranoid schizophrenia when the killing happened. He was homeless before living with Schindler.
Lowe was in state prison from May 2003 until July 2013, corrections department spokeswoman Norah West said. Since his release, he has been jailed five times for violating the conditions of his supervision.
His most recent jail stint ended in September, West said. A warrant for Lowe’s arrest was issued Dec. 12 when he failed to report to his community corrections officer in Everett.
West said she could not discuss Lowe’s current mental health status.
The case has been referred to the department’s Community Response Unit, which combines corrections staff and local police who are trained in looking for difficult-to-find offenders, West said
Lowe is described as 5-foot-8 and 180 pounds, with brown hair and brown eyes.
