VANCOUVER, Wash. — A hearing examiner says a proposal by NuStar Energy to handle crude oil at the Port of Vancouver must undergo a detailed environmental review.
Hearing Examiner Sharon Rice on Tuesday ruled in favor of the city of Vancouver, which required an environmental impact statement for the project.
The Columbian reported that NuStar had appealed the decision, saying the city’s justification was flawed.
NuStar wants to convert its existing facility at the port to handle about 22,000 barrels of crude oil per day. The site would receive oil by train, store it temporarily and transfer it to marine vessels on the Columbia River.
A NuStar spokesman says the company is disappointed because it believes it had “thoroughly addressed all of the safety and environmental concerns” in its permit application. He says they’ll work with the city while weighing their options.
Environmental groups applauded the decision.
