Animal neglect is an everyday occurrence in the Everett area. “Most neglect cases, involve the owner being uneducated” says Animal Services Officer Neil Deruyter. The laws regarding animal neglect state that if you “fail to provide an animal with sufficient good and wholesome food and a constant source of clear potable water, proper shelter and protection from the weather, veterinary care when needed to prevent suffering, and with humane care and treatment” This comes out of the Everett municipal code, title 6.
The typical first-time offender is warranted a ticket and a proper lesson of animal care. Owners who do not change their ways can be given a misdemeanor in animal neglect, which can result in a fine up to a $1,000 or imprisonment up to 90 days.
Our first step is to create laws that prevent animal neglect. We could start by requiring all pet owners to take a free class on animal care, or by creating stricter laws, such as a tethering law. Many other states have a law prohibiting the chaining or tying up of a dog to a stationary object for long periods of time. By placing this law we help the wellbeing of the animals.
