Actually "common sense" tells us that, if this "incident" were as dire as some would have us believe, Chief Walser would have been charged with the much more severe Obstruction of Justice. The FACT that he was only charged and convicted of a misdemeanor indicates that the people responsible for investigating and prosecuting the charge believed Walser's explanation of events.
