I will agree with you that the numbers coming out of the Secretary of State have been confusing. However, according to the latest update on their webpage, 30,582 names have now been checked, with 26,994 accepted and 3,559 rejected, for a total error rate of 11.63%.

These numbers ARE accurate and If this very low (11.63%) rejection rate continues, R-71 WILL be on the ballot in November.
