Initiative1033 slashes public services
Initiative 1033 slashes public services by the state, counties and cites in Washington State.
We are in a recession and I-1033 will make things worse.

Here are the key words of the fiscal impact of I-1033 according to the fiscal impact statement done for the voter's pamphlet:

"The initiative reduces state general fund revenues that support education; social, health and environmental services; and general government activities by an estimated $5.9 billion by 2015. The initiative also reduces general fund revenues that support public safety, infrastructure and general government activities by an estimated $694 million for counties and $2.1 billion for cities by 2015."

I-1033 Freezes Public Services
Initiative 1033 is a complex measure that seeks to freeze public services at their current level. It is another one in a series of Tim Eyman initiatives that are anti-government and anti-tax.

The problem is there is no free lunch. It costs money to provide for health care and education. It costs money to keep parks and libraries open. It costs money to provide police and fire protection.

The present recession has significantly shrunk public services provided by cities, counties, and the state. Eyman's latest measure wants to freeze public services permanently at the current level and not restore any lost services.

In the process Eyman is proosing to repeal our present representative form of government in dealing with local taxes and spending. The only way there could be more services if I-1033 passes is by a vote of the people. This is budgeting by referendum. Otherwise all revenue above the baseline based on this year's recession level spending must go to reduce property taxes.

Eyman's scheme represents a massive redistribution of wealth. No one will pay less sales taxes but low income working families and senior citizens on fixed incomes that own no property will not get any taxes back.

Instead property tax reductions go to property owners. Some 40% of property taxes are commercial so busineses and corporations will get a special tax break. The more residential property one owns or the higher price it is, the larger your tax break.

The losers - renters which comprise some 35% of state households. They get no tax break and see no services. I-1033 is a reverse Robin Hood scheme, tzaking tax dollars from those less well off and giving it to wealthy property owners.

Vote No on I-1033.

I-1033 is No Solution
I-1033 is "borrowed" directly from a failed Colorado initiative.

It essentially requires one year budgeting when most of the cities, counties and the state have multiyear budgets.

It punishes the lean city and county budgets the worst.

It provides no tax relief to those who need it and instead gives large tax breaks to wealthy property owners and corporations.

It is so convoluted that the Office of Financial Management and the Attorney General's Office cannot decipher it.

Property tax increases are already regulated. All tax increases are already subject to a vote.

I-1033 is no solution.
