This Is the Basic Business Model
This is the way the basic business model works. Folks such as Gary Randall put up the money and find operatives such as Larry Stickney who will be the public face for a given campaign. The campaign solicits donations for an initiative or public issue which may or may not ever gain any traction, with most of the donations going to pay salaries for the principals and a few allied companies. The "qualified donor" lists are then mined for more data and sold to Republican operatives as probably donors and in other "get out the vote" (GOTV) lists.

Follow the money. These robo-calls are designed to develop and increase the resale value of current lists for resale to right-wing candidates. The repetition of this process over and over guarantees a very highly-distilled liquor of crazy from which the maximum number of donor dollars may be extracted.
