Man allegedly filmed child rape at school

BELFAIR — A man who was serving as the vice president of the parent-teacher association in Mason County has been charged with videotaping the rape of an 8-year-old girl at an elementary school.

The seattlepi.com reports that David M. Navarro was arrested Friday and appeared in U.S. District Court earlier this week on charges of producing child pornography and two related offenses. Prosecutors say Navarro presumably filmed himself raping the girl at Belfair Elementary School.

Navarro was arrested after investigators in Australia and Denmark analyzed several videos posted online showing the rape of a young girl. Investigators later determined that one of the videos was made at the Kitsap Peninsula school.

Investigators found the iPhone video of the assault had been made in May. By June it was appearing on child pornography networks around the world.

Jay Inslee announced plans Tuesday to try to decrease congestion on I-405 in answer to commuter complaints that the new express lane tolling system is making traffic worse. The governor said he would not be shutting down the tolling system as some people have called for. But the state transportation department is making plans to add new northbound general purpose lanes to ease some of the congestion and also plan to make it easier to move into and out of the express lanes.
