The Mill Creek City Council has approved a $423,223 consultant design contract for the reconstruction of 35th Avenue SE between 144th and 141st streets SE. The three-lane arterial is settling, particularly at the portion over the Penny Creek crossing.
The water level in the surrounding wetlands also has increased due to upstream development and downstream beaver activity. The rising water, combined with a sinking roadway, has resulted in several road closures due to flooding over the past few years.
The total estimated cost of the reconstruction project is $4 million. The city currently has no construction funding allocated for a project that size.
Mill Creek is proceeding with the design work to get the area shovel ready so it may more competitively pursue outside funding.
The city gave the Seattle engineering firm, KPFF, the design contract. It includes an alternatives analysis, hydrologic modeling of Penny Creek and surrounding wetlands, environmental permitting and preparation of construction plans and specifications for bid documents.
