PASCO — The Pasco City Council voted Monday night to annex part of an area known as the “doughnut hole” where some residents wanted to incorporate their own city known as Riverview. By annexing about 1,400 people into Pasco the city prevents Riverview from incorporating.

The Tri-City Herald reported that the “doughnut hole” has been marked since the 1990s as an area for future Pasco growth.
