Police issue sex offender warning south of Everett

EVERETT — Police are warning neighbors about a convicted sex offender who will be living in the 11500 block of Highway 99, just south of Everett.

Willie Jay Russell, 57, is a Level 3 offender, the level deemed most likely to re-offend.

Russell has convictions from the 1980s for second-degree rape and attempted statutory rape. The victim was a teenage girl.

Russell more recently was convicted of telephone harassment and intimidating a public servant.

He is described as white, about 6-foot-4 and 235 pounds. He has brown eyes and brown hair.
