A retired Naval aviator from Mukilteo is the second Democrat to declare an intention to run in the coming election for the position that Democrat Mary Helen Roberts will give up after five two-year terms.
He is Scott Whelpley, 47 years old, a 20-year Navy veteran. He works for Rollout Systems as a senior project analyst now working on simulator systems used to train Naval Aviators.
Whelpley said Monday that he plans to make a formal announcement and begin fundraising in March.
The other Democrat is retired labor leader Darrell Chapman.
Chapman starts the campaign with $10,584 that he had raised for a 2012 campaign to replace Marko Liias in the legislature before Liias’ plans to run for Congress were spoiled by redistricting.
No Republican has declared an intention to run for the position that Chapman and Whelpley are seeking.
Candidates file with the County auditor for ballot position in early May.
All candidates run in the August primary, with the top two vote getters, regardless of party, advancing to the November general-election ballot.
The 21st Legislative District includes most of Edmonds, unincorporated areas north of Edmonds and Lynnwood, all of Mukilteo and part of south Everett.
