Skykomish River drowning victim ID’d

INDEX — Officials have identified a man who drowned in the Skykomish River near Index on July 1.

Ramon M. Quincey, of Startup, was 18, according to the Snohomish County Medical Examiner’s Office.

His death was ruled an accident. Investigators believe he was swimming in the Eagle Falls area without a lifejacket while on a fishing trip with friends.
