You’re darn tootin’: In the midst of an oil boom, North Dakota is desperate to lure job seekers, and not just oil-field workers but staffers for a range of white collar and service jobs. A software executive says Fargo doesn’t deserve its reputation as a cold and odd backwater. “Fargo is fun; it’s safe. It’s warm on the inside,” said the exec.
