I propose that we implement a national permit system.
You can own a gun and carry it concealed anywhere in the U.S. only if you pass background checks, take safety training and have never been convicted of a felony crime or been committed to a mental institution for threatening others with bodily harm, or had a restraining order filed against you.
If you meet these criteria, you cannot be denied a permit.
Pass legislation which makes it a crime to fail to report a threat against schools, churches, shopping centers or any place where large numbers of people congregate.
Also, raise the age when a person can buy a rifle or any gun to 21, and limit magazines to 15 rounds.
Arm the teachers who meet this criteria if they wish to be armed.
Harden the schools with fences, limit and harden the entrances, and install metal detectors.
Then implement a national “stop and frisk” system whereby any law enforcement office can stop and frisk you for a gun, and if you have a permit, you go on your way.
If you have a gun and do not have a permit, you go to jail for three years. No bail, no plea deals.
