Some of us have had an experience of being short of money. We had things that we HAD to pay and things that we could put off till next week or month or whatever. According to the courts and all the education unions we need to spend more on education.
OK, first remove all the non-citizens from the schools. Grade, high school and college. Free up the seats for citizens. If non-citizens want to go to Washington state Colleges, they need to pay out of state tuition like the people from China and India, etc. Remove all non-citizens from the welfare, food stamp, subsidized housing, day care, etc. Now look at teacher/ student ratios and figure out how much is needed to educate Washington state, U.S. citizen kids and publish that. There should be more money available and there definitely will be fewer kids to spend it on.
